This isn't wrong. Actual age of consent for much of the world is average 14 or 16 and a bit have 18. Depends on the country. 3 seems to require marriage and it's lowest is 12. If your in North America both countries are 16 also. japan is 13.

What's actually much weirder is that while consent can be so low marriage on the other hand is generally older at 18. This goes for countries in North America as well while Japan is actually even older at 20. With parent consent it's 14 for males in US, 16 for both in Canada and 18 with parent consent in Japan.
